Fulton County was formed from DeKalb County in 1853. In 1932, Milton and Campbell counties were consolidated with Fulton County, resulting in its current elongated shape.

The county was the 144th county created in the state and was named after Robert Fulton who built the Clermont, a boat that revolutionized river travel and played an important role in the development of the South.

The mission of the Fulton County Arts Council (FCAC) is to enhance the quality of life of all citizens through support of the arts.

The FCAC assists the Fulton County Commission in the development of public policy on public support for the arts industry, makes recommendations to Fulton County Commissioners on funding the arts and generally oversees the development and implementation of publicly assisted programs that address the diverse cultural needs of Fulton County's citizenry.

In 1979, the Fulton County County Board of Commissioners created the Fulton County Arts Council to enhance the quality of life of its constituents. As the mechanism through which the County funds cultural programs and services offered by nonprofit arts organizations, the Fulton County Arts Council (FCAC) is both partner and catalyst in developing new arts opportunities in Fulton County.

The FCAC also supports programs which ensure broad access to the arts in the county's ten municipalities and unincorporated areas, and in schools, senior centers, summer camps and neighborhood locations. The 15-member Council, appointed by the Board of Commissioners, advises the Board on arts and cultural related policy; each commissioner appoints two members for two-year rotating terms. A staff of approximately 20 oversees the administrative responsibilities of the local arts agency and its seven programs Art-at-Work youth job training, Community Cultural Planning, Contracts For Services, the Neighborhood Program, a Public Art Program, the School Arts Program, and Arts Camps.

In addition, five FCAC-operated art centers provide citizens from North to South Fulton with the opportunity to take classes and workshops in a variety of art forms. These centers include: Abernathy Art Center (Sandy Springs), South Fulton Art Center (College Park), West End Performing Art Center (near Atlanta University Center), Ocee Art Center (North Fulton), and Southwest Arts Center (in Atlanta off of Cascade Road).
